Bump version

Overview of changes:

 *  Made saturnin__mkpath() respect $SATURNIN_CONF_PATH

    Ignoring the environment variable would make it hard to do system
    tests in staged environments (such as RPM's `%check`) that would
    rely on saturnin__conf().
