Move cub-command to libexec path to prevent calling them directly,
allowing for better control of environment.

Avoids need to replace __EECC_INI__PATH

bbl is for Babylon

User can now add handlers to set vatious statuses and launch any command,
either for public announcement like xchat nick, or for own logging.

In ini file user can now specify how the familiar should be started,
i.e. that dropbox should be started by `dropbox start`, not `dropbox`

All other files have been moved to *fastfood* and whole qecc
history (~300 commits) has been squashed into this commit.
