Bump version

Overview of changes:

 *  Fix RHEL<=7 packaging issue

    Dependencies on RHEL 7 and older should be Python2, but due to bad
    SPEC file syntax, this also applied to Fedora 27+, which should
    already be based on Python3.

 *  Codebase maintenance
